I brought a small sterling silver heart pendant with pave CZ's embedded in it, and I'd love to find someone or something to plate it in yellow gold. Is there anyone in Philadelphia or Pennsylvania that does gold plating of this kind? And if not is there anyway I could gold plate it myself for not too much money?

Check with your jewelry store.
Check with a jeweler. It’s not that simple. Since silver and gold alloy freely, simply plating gold over the silver results in silver atoms migrating through the gold, leading to an uneven appearance. As I understand it, intermediate layers of copper and nickel are often used to cut down on the migration.
